The Ethics and Anti-Corruption Commission (EACC) has arrested former Kirinyaga Deputy Governor Peter Ndambiri and Peter Meeni, Director of Jestam Enterprises Ltd, concerning the irregular awarding of a road construction tender valued at Ksh7.2 million. EACC investigations showed that Ndambiri allegedly awarded the tender to Jestam Enterprises Ltd, a company directed by his brother-in-law. Jestam Enterprises Ltd, not registered with the National Construction Authority (NCA) at the time of tender advertisement, purportedly forged a registration certificate to secure the tender. Ndambiri allegedly withdrew Ksh5.5 million from the contract sum between February 26, 2019, and February 5, 2019. The two face charges including conflict of interest and fraudulent acquisition of public property and were granted bail, with the case set for pre-trial directions on June 11, 2025. This follows probe of Trans Nzoia Governor George Natembeya for alleged irregular procurement.

According to EACC CEO Abdi Mohamud, investigations revealed that Ndambiri irregularly awarded the tender to Jestam Enterprises Ltd, a company whose director is his brother-in-law.
The EACC stated that Jestam Enterprises Ltd was incorporated on October 13, 2017, with Peter Meeni as the sole director, while Ndambiri was the sole signatory to the company's bank account. At the time of the tender advertisement, the company was not registered with the National Construction Authority (NCA) and allegedly forged a registration certificate to secure the tender. Between February 26, 2019, and February 5, 2019, Ndambiri withdrew Ksh5.5 million from the contract sum.
The duo faces charges including conflict of interest, fraudulent acquisition of public property, fraudulent practice in a procurement process, and conducting business without a valid NCA certificate. Both pleaded not guilty and were granted bail. The case is set for pre-trial directions on June 11, 2025.
This announcement follows the probe of Trans Nzoia Governor George Natembeya for alleged irregular procurement and fictitious payments of Ksh1.4 billion. The EACC is also investigating allegations of money laundering and accumulation of unexplained wealth by senior county officials.
